TRAINING DETAILS:

This session will provide an overview of the challenges for Child Death Review Teams and how California’s Critical Incidents Citizen Review Panel is supporting Teams in helping prevent child fatalities. We will highlight the development of the CDRT Toolkit and provide an in-depth look at the Toolkit. In addition, we will invite discussion about how the work of California’s CI CRP can support the work of others in understanding the causes of child fatalities in order to prevent their further occurrence.

 

Participants will:

  • Learn about the role of the Citizen’s Review Panel in providing a grass-roots approach to a systemic problem
  • Understand role of Child Death Review Teams in preventing child fatalities and near fatalities due to child maltreatment
  • Learn about the process involved in developing the toolkit
  • Receive detailed information about a valuable resource that is available to other jurisdictions

En esta sesión se ofrecerá una visión general de los retos a los que se enfrentan los equipos de revisión de muertes infantiles y de la forma en que el Panel Ciudadano de Revisión de Incidentes Críticos de California (California’s Critical Incidents Citizen Review Panel o CDRT) está apoyando a dichos equipos para ayudar a prevenir las muertes infantiles. Destacaremos el desarrollo del kit de herramientas CDRT y ofreceremos una descripción detallada del mismo. Además, debatiremos sobre cómo el trabajo del CI CRP de California puede apoyar el trabajo de otros profesionales a la hora de comprender las causas de las muertes infantiles y evitar que se repitan.

Who should attend: Professionals and individuals with lived experience who are committed to supporting their communities in the prevention of  child  maltreatment fatalities through establishing or strengthening multi-disciplinary Child Death Review Teams, including but not limited to representatives from Child Welfare, Public Health, Behavioral Health, Coroners and Medical Examiners, District Attorneys, Child Abuse Prevention Councils, Pediatricians, Law Enforcement and other Emergency Responders.

  • This is a webinar-style training. This means that you will not be on camera and will not be able to see other learners. This training will not include breakout rooms. Opportunities to interact with the presenter(s) and other participants will be included.
  • This training will be recorded. The recording will be available to registered learners within 2 days of the training.

MEET THE SPEAKERS

 

Stuart Oppenheim began his career as an AFDC Eligibility Worker in 1973 for the San Francisco County Department of Social Service.  During the next 31 years he worked in a broad range of public social service areas at progressive levels of responsibility.  Stuart earned his MSW in 1979 while working for the Department of Social Services and worked at every level and in every phase of the Child Welfare program.  Stuart began working for San Mateo County in 1988 and after 15 years as the Director of Child and Family Services he retired from county service in March, 2004.  In September, 2004, Stuart was named the founding Executive Director of the Child and Family Policy Institute of California.  In 2025 Stuart turned over the reins of CFPIC to the new CEO, Juliet Cox, and continues to support the organization as Director Emeritus.

Retired after serving 26 years as the Chief Program Officer at the Child Abuse Prevention Center, a local, state, and national training, advocacy and resource center dedicated to protecting children and building healthy families. In partnership with the Chief Executive Officer, expanded the agency’s revenue from $1.5 million to $14 million. Responsible for development, implementation, management, oversight, and supervision of local and statewide Child Abuse Prevention Center programs of the Child Abuse Prevention Council of Sacramento and Prevent Child Abuse California. Prevention services include the AmeriCorps Birth & Beyond, Prevent Abuse through Home Visitation, First 5 Service Corps, and Foster Youth Investment programs, Child Death Review Team, Family Support Collaborative, Mandated Child Abuse Reporter Training, Strategies 2.0 Statewide Training and Technical Assistance, and Parents as Teachers. In her role Ms. Biegler was instrumental in launching initiatives such as the Birth & Beyond Family Resource Centers, Reduction of African American Child Deaths, and the Safe Sleep Baby Education Campaign, that to today strengthen families and reduce child abuse and neglect. She presents at state and national conferences on Child Death Review Team structure, findings, and recommendations; findings from the Birth & Beyond Home Visitation Quasi Experimental Design impact evaluation; and Safe Sleep Baby Education that have decreased preventable child deaths and entries into child welfare.
